People would trade photos of their completed projects as well as their patterns on the early versions of the Internet. It soon expanded to include many other anime/manga-related figures. It started out as a group of people who attempted to build fan-constructed models of characters from popular mecha-type anime. The kind of Pepakura that people are familiar with, however, started in the mid 90's in Japan. Over time, building paper models has become a children's past time as well as a way for some companies to advertise their products. It's a tradition to make patterns for clothing and buildings out of paper as a prototype. Of course, people have been building things out of paper for a long time. It is the creation of a 3D model using paper as the main building medium. A lot of the artists who want to separate what they do from other forms of crafting involving paper decide to use "Pepakura" to describe their specific type of paper-based craft. The word is a portmanteau of two Japanese Wasei-eigo words: "Paper" and "Craft". Unless you want your watch to actually work.
